Taiwan's mobile network is dominated by two major players: Taiwan Mobile and Chunghwa Telecom. Taiwan Mobile is the second largest telecom company in Taiwan, following Chunghwa Telecom. It was previously known as Pacific Cellular Corporation (PCC) and was part of the Pacific Electric Wire & Cable Co., Ltd. (PEWC) group. PEWC initially invested in Iridium LLC and later expanded into various wireless licenses in China, Vietnam, Singapore, Indonesia, and the Philippines. In the late 1990s, PEWC returned to Taiwan to bid for local telecom licenses, eventually becoming Taiwan Mobile.

Taiwan Mobile operates on several frequency bands, including 2100 MHz for UMTS/WCDMA, 700 MHz for LTE-A, 1800 MHz for LTE-A, 3.5 GHz for 5G NR, and 28 GHz for 5G NR. The company has also merged with Taiwan Star Telecom to expand its 5G network and focus on green energy consumption in communications.

The Taiwanese government has played a significant role in the development of the country's technology industry, including its mobile network. This strategic investment has contributed to Taiwan's robust industrial system and its ability to leverage information technology effectively, particularly in the context of digital democracy and governance.
