Brazil's mobile network development began on December 30, 1990, when the Cellular Mobile System started operating in Rio de Janeiro, with an initial capacity for 10,000 terminals. By 1992, the number of devices had risen to 30,000. In November 2007, 3G services were launched, and by 2012, they had reached almost 90% of the population. The 3G coverage obligation was set to reach 100% of the population by 2019.

LTE services were commercially launched in 2013, with the first LTE-compatible devices becoming available in the market. The 4G license terms required operators to have commercial networks in all 12 state capitals by 2014, coinciding with the FIFA World Cup. 5G services were commercially launched in 2020, initially in a few cities and in DSS mode. By July 2022, 5G NR SA was available in Brasília, and by the end of 2022, all state capitals were covered by the three major carriers. By July 2023, 753 cities had 5G coverage, serving 46% of the country's population.
