Latvia's mobile network has undergone significant development since the early 1990s. The first mobile network operator, LMT (Latvian Mobile Telephone), was established on January 2, 1992, and initially operated the NMT system. In January 1995, LMT began operating a GSM network alongside the existing NMT network. By the summer of 1999, LMT had expanded its license to use the 1800 MHz range, and by December 1999, there were 14 active GSM 900/1800 base stations, with plans to add more before the end of the millennium.

In 2000, LMT introduced a prepaid service called OKarte (OCard), which allowed users to instantly refill their accounts from any Hansabank ATM. The service was later merged with the LMT branding and renamed LMT Okarte in 2013. LMT also supported the NMT network until the end of 2002, when it started rolling out GPRS nationwide. The company introduced MMS support in March 2003 and UMTS in December 2004. EDGE was introduced in Riga and Jūrmala in June 2005, and HSDPA was rolled out in August 2006.

The LTE network was commercially released on May 31, 2011, initially without being available to phone users. The first citywide coverage of the LTE network was achieved in Liepāja in July 2012, and it was made available to phone users without additional charges on November 5, 2013. By April 2014, 50% of Latvians had access to the LTE network, with a goal to provide it nationwide by 2016.

Today, Latvia's mobile network is supported by several operators, including LMT, TelTel, Bite Latvia, CSC Telecom, Lattelecom, Latvia Mobile Telephone, Optron, Tele2, TELEFANT, and Triatel. These operators provide a range of services, including subscription-based telephone services, prepaid plans, and data plans for households and devices.
