Historically, the mobile network in Venezuela has seen a decline in usage and infrastructure development. In 2017, the number of mobile lines fell by 11.2 percent, continuing a trend that began in 2014. Fixed-line subscribers also dropped by 22 percent during the same period. By 2019, only 60.57% of the population used mobile lines, and there were only 17.07 fixed telephone lines per 100 people.
The development of Long Term Evolution (LTE) technology in Venezuela was delayed until 2017 due to difficulties in purchasing necessary equipment. Despite efforts by state-owned companies like CANTV and Movilnet to expand LTE and fiber cabling, the lack of resources and user affordability issues have hindered these efforts. As of 2019, only 18.47 percent of mobile phone users had access to LTE services, with 4G coverage available in only 34.7 percent of the states.
The average internet connection speed in Venezuela is 1.8 Mbps, making it one of the slowest in Latin America and the Caribbean. This has led to a reliance on cybercafes, which are used by 14 percent of Venezuelans to access the internet. The high prices of telecommunication services, which rose significantly in 2017 and 2018, have made it difficult for many people to afford these services, further exacerbating the issue.
