Uzbekistan's mobile network has undergone significant development over the years. In 2011, the country had 25.442 million mobile lines, with a substantial increase in mobile broadband penetration driven by a rising number of mobile subscribers and mobile data usage. The Government of Uzbekistan has set ambitious targets to liberalize the market and attract private investment, aiming to increase broadband capacity and deploy 277,000 km of fibre optic infrastructure.

The mobile sector has grown rapidly, with the subscriber base reaching 6 million users by August 2020. The country's largest telecommunications operator has expanded its 4G networks, aiming to cover 90% of the population. This expansion is part of a broader project involving the modernization of the nation's mobile broadband access network, data storage and processing centre expansion, and DWDM network development, supported by the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC).

Despite these advancements, Uzbekistan still lags behind developed markets in terms of telecommunications development. The country has a relatively low mobile phone penetration rate, with an average of 1.0 mobile phones per person in 2022, compared to 1.1 in the United States. The average download speed for mobile internet in Uzbekistan is 29.93 Mbit/second, ranking 88th globally, and the upload speed is around 12 Mbit/second, ranking 76th.

The country's mobile network infrastructure is largely based on Soviet-built infrastructure with modern additions. The state-owned telecommunications company, Uztelecom, has used loans from the Japanese government and the China Development Bank to improve mainline services. Mobile services have been growing rapidly, with a focus on expanding 4G coverage and improving internet speeds and quality.
