Papua New Guinea (PNG) has undergone significant transformations in its mobile network development. Prior to 2007, telecommunications in PNG were dominated by the state-owned company, Telikom PNG, resulting in limited fixed-line communications and mobile penetration of less than 5%. The introduction of competition in mobile services in October 2007 marked a turning point, as it led to the rapid expansion of mobile phone ownership and usage.

The entry of private telecommunications companies, such as Digicel PNG, was instrumental in this expansion. Digicel's investment in infrastructure, including the construction of mobile base stations in remote areas, significantly improved connectivity and accessibility of mobile services. This expansion has enabled more people, especially in rural areas, to own mobile phones and use them for various purposes, including business, communication, and accessing essential services like banking and weather alerts.

The development of mobile networks has been further enhanced by the Government of PNG through initiatives such as the national broadband network and planned upgrades to 3G mobile networks, aiming to increase access to mobile and broadband services for around 1 million people in rural areas. Despite these advancements, there remains a digital divide between urban and rural areas, with rural communities often facing challenges related to connectivity and infrastructure maintenance.
