By 2021, there were three major MNOs: MagtiCom LTD, Silknet JSC, and Cellfie Mobile (formerly known as Beeline). These operators have expanded their coverage to over 98% of the populated territory, with a higher density of mobile phones in urban areas compared to rural areas.
In 2020, the Georgian National Communications Commission announced plans to introduce Mobile Virtual Network Operators (MVNOs) in 2021. The first MVNO, Hallo, launched in Q4 of 2022 and is based on Silknet's infrastructure. Another MVNO, Tele 1, is expected to launch soon, though it is unclear which operator's infrastructure it will use.
The country has also moved towards 5G technology, with the Georgian National Communications Commission planning an auction for 5G spectrum in August 2023. This auction includes requirements for MNOs to engage with MVNOs, ensuring that infrastructure remains open for future use.
