Cambodia's mobile network has undergone significant development over the years. Initially, telecommunications services were limited to the government, but advancements in the 1980s, particularly with the operation of the Soviet-aided Intersputnik space communications station in Phnom Penh, restored telephone and telex links with other countries, helping to break down the country's isolation both internally and internationally.

By 2020, Cambodia had 21.4 million mobile connections, with Smart Axiata conducting a live trial of its 5G network in 2019. The government has also made significant investments in telecommunications infrastructure, such as the Hong Kong–Phnom Penh submarine fibre-optic cable network, which is expected to be completed in 2024 and will provide high-speed internet access.

The mobile phone market in Cambodia is one of the fastest-growing in the world, with over 22 million mobile phone subscriptions as of January 2023. The government is promoting the development of the IT sector, and international companies like Microsoft, IBM, and Tata are expanding their presence in the country. Local companies such as Haystack Labs, Mediapark, and Atech Group are also contributing to the growth of the IT sector.

In terms of internet access, Cambodia has made notable progress. As of 2019, the number of internet users rose to 15.8 million, about 98.5% of the population. The number of registered SIM cards increased by 9.4% in the first half of 2019, reaching 20.8 million. The SIM card market is saturated, with more active SIM cards than people, and three companies—Metfone, Cellcard, and Smart—account for 90% of users.

Overall, Cambodia's mobile network has evolved from a limited government service to a widespread, rapidly growing sector with significant international investment and participation.
