Check device compatibilityAzerbaijan's mobile network has undergone significant development, particularly in the 21st century. The country's first mobile network operators, Azercell, Bakcell, and Azerfon (Nar Mobile), began operating in the early 2000s. These operators initially provided GSM services and gradually expanded to include 3G and 4G technologies. Azercell, for instance, started offering 3G services in 2011 and introduced 4G in 2016, initially in Baku and later in other regions.
As of 2014, Azerbaijan had approximately 11 million mobile subscribers, with a penetration rate of 107%. The mobile operators cover about 80% of the national territory and provide services to around 52% of the population. The customer services of these operators are modern and reliable, with shops located in major towns and cities. The country's mobile network infrastructure is supported by a combination of old Soviet-era technology and modern cellular networks, with a focus on GSM technology.
Despite the progress, mobile coverage is limited in areas occupied by Armenian Armed Forces in Nagorno-Karabakh and surrounding districts. Additionally, the use of fixed broadband networks is more prevalent in urban areas like Baku, where 74% of households have access to fixed broadband, compared to 34% in rural regions.
The government has implemented regulations to manage mobile devices, requiring the registration of all mobile phones and other mobile devices in a dedicated system. This includes the use of IMEI codes, mobile network numbers, SIM cards, and affirmation codes of mobile device type. The registered devices are categorized into "white pages" and "black pages," with the latter listing unregistered devices.
