AT&T considers the U.S. Virgin Islands (USVI) as part of its Domestic Coverage Area, which includes the United States, Puerto Rico, and Mexico. This means that you can use your AT&T mainland phone and data account in the USVI without incurring international roaming fees. The network coverage in the USVI is managed by Liberty VI, a partner of AT&T, following AT&T's sale of its wireless operations in the USVI to Liberty in 2020.
For business accounts, the International Day Pass (IDP) is available, but it is not required for personal accounts. The IDP charges $10 per day, with a maximum of 10 days of charge, and does not apply to the USVI or Puerto Rico.
It is important to note that while AT&T considers the USVI as domestic, there have been reports of users being charged when they switch to nearby British Virgin Islands (BVI) towers, which are not part of the domestic coverage area. Therefore, it is advisable to turn off roaming when traveling to areas near the BVI to avoid unexpected charges.
