The cellular market opened to foreign competition in the early 2000s, with Orange Tunisie being the first to receive a third-generation (3G) mobile license in 2009, followed by Tunisie Telecom in 2010 and Ooredoo in 2012. In 2016, the Ministry of Communication Technologies and Digital Economy awarded 4G licenses to all three operators for a total amount of 471 million dinars ($235 million).
The mobile network has seen substantial growth, with penetration rates reaching 149.7% in 2022. This high penetration rate is attributed to the widespread use of mobile phones, with over 15.9 million mobile lines already in use. Additionally, 81.3% of internet subscribers, totaling 10 million users, access the internet through their smartphones.
The country is also moving towards the introduction of fifth-generation (5G) technology, with plans to launch 5G licenses by the end of 2024. This transition is expected to require additional infrastructure investment and has led to the creation of a 5G security task force to develop a legal framework for its implementation.
