Somalia's mobile network has undergone significant development, particularly in the absence of a formal regulatory framework. Despite the challenges posed by conflict and lack of infrastructure, the country has seen rapid growth in mobile communication services. Historically, the first mobile money service was launched by Hormuud Telecom in 2010, which revolutionized transactions in both rural and urban areas. This innovation allowed most Somalis to conduct financial transactions using their phones, even in areas with limited banking services. The service has been a game changer, enabling quicker humanitarian responses and facilitating economic activities.

Today, mobile coverage is widespread, with over 90 percent of the population owning a phone. Almost a third of the population uses a smartphone, and three-quarters use mobile money services. The sector remains largely unregulated and untaxed, but it continues to expand with the establishment of 3G and 4G sites. Mobile money services are particularly prevalent, with an estimated 73 percent market penetration. The growth of mobile networks has been driven by private telecom companies, which have adapted to the country's unique challenges and have been successful in providing essential communication services despite the security concerns and lack of formal banking systems.
