Niger's mobile network has a history that spans several decades. The first telegraphic undersea cable connections were established by Cable & Wireless Ltd in 1886, connecting Lagos to London. This marked the beginning of Nigeria's telecommunications journey. Following Nigeria's independence in 1960, the first National Development Plan aimed to expand the telecommunications network to meet the needs of a growing commercial and industrial sector. However, the plan was not fully implemented due to the economic impact of the Nigerian Civil War from 1967 to 1970.

In the post-colonial era, the liberalization process began around 2000 with the adoption of the National Policy on Telecommunications. This led to an increase in the number of people with direct access to telecom services and the expansion of towers, masts, and base stations. By 2019, Nigeria had a total of 199 million active lines, including mobile GSM, mobile CDMA, fixed wired/wireless, and VoIP services.

As of 2019, Niger had four GSM mobile operators: Celtel Niger (now Airtel Niger), Sahelcom, Atlantique Télécoms, and Orange Niger. Orange Niger was also deploying a 3G network. In 2017, these operators were fined for failing to improve service quality and coverage. Celtel Niger was fined the most for poor voice quality and low network coverage in major cities.

In 2022, Niger had 14.24 million mobile phones, with an average of 0.56 phones per person. The average download speed for fixed-network broadband internet was 8.5 Mbit/second, ranking Niger 172nd internationally. Mobile phone rates in Niger averaged $6.00 per month, which is significantly lower than in the United States, where the average was $44.10.
