Liberia's mobile network sector is primarily driven by mobile networks. The country's history of civil war significantly impacted the development of its telecommunications infrastructure, leading to a reliance on mobile networks. The fixed-line incumbent, Liberia Telecommunications Corporation (Libtelco), has struggled with mismanagement and government neglect, making it difficult for the company to invest in network infrastructure and compete with private GSM operators like Lonestar Cell MTN and Orange Liberia.

Historically, the mobile sector has been dominated by a few major players, making it challenging for innovative fintech startups and smaller operators to compete. However, recent regulations by the Liberia Telecommunications Authority (LTA) aim to level the playing field by ensuring fair distribution of numbering resources and access to telecom networks for Value-Added Services (VAS) providers. These regulations are designed to empower fintech companies and foster a more competitive mobile market, allowing even smaller players to develop and offer innovative financial services without being beholden to dominant Mobile Network Operators (MNOs).

Despite these challenges, the mobile sector in Liberia has seen significant growth. Mobile penetration stands at approximately 75 percent, and internet penetration is at 21 percent, with many individuals having multiple SIM cards to take advantage of lower on-net prices and promotions. The introduction of the Africa Coast to Europe (ACE) Submarine Cable and the Cable Consortium of Liberia (CCL) has improved the supply of retail broadband internet, but the high cost and limited bandwidth of connections mean that internet access remains expensive and data rates are low.
