The Cook Islands' mobile network is primarily provided by Blue Sky Cook Islands, which is the sole provider of mobile network services. The company, a consortium led by the Bluesky Group, acquired a 60% interest in Telecom Cook Islands Limited from Spark New Zealand in February 2015. This acquisition marked a significant milestone in the country's mobile network development.

Historically, the Cook Islands' mobile network has evolved over the years. In 2003, the largest island of Rarotonga started using a GSM/GPRS mobile data service system with GSM 900. By 2013, 3G UMTS 900 was introduced, covering 98% of Rarotonga with HSPA+. In March 2017, 4G+ was launched on Rarotonga with LTE700 (B28A) and LTE1800 (B3). A similar upgrade to 4G+ was implemented in Aitutaki in March 2017 with LTE700 (B28A).

The outer islands also received mobile coverage, with GSM 900 introduced in 2007. By 2014, 3G UMTS 900 was introduced in these islands, and in 2017, 4G+ was launched in Rarotonga and Aitutaki. Currently, the network offers reliable coverage, with approximately 90% national coverage. The network is connected via satellite, but there are plans to connect to the Manatua submarine cable for improved connectivity.
